Playgroups, nurseries and schools are not generally considered to be in the commercial sector because they operate a controlled environment. This means there is control over authorised and unauthorised access so the products are not usually subject to vandalism or theft.
Schools/nurseries usually have an area which is fenced off and not accessible to the general public, the children playing are also in a supervised environment for limited amounts of time so therefore EN1176 equipment is often not necessary.
We would suggest checking with insurers and with the agency which is responsible for safety inspections that equipment certified to EN71 is acceptable.
It may be necessary to carry out a risk assessment to determine the level of risk and identify any precautions that may need to be taken.
